Broadband planning in the NRV formally began in 2003 and resulted in the New River Valley Telecommunications Plan in June 2005. The plan was developed by the New River Valley Planning District Commission-Telecommunications Committee with funding from the Appalachian Regional Commission. The Telecommunications Plan recommended establishing an authority to lead broadband projects toward implementation. The New River Valley Network Wireless Authority was established in March, 2008 between Pulaski County and the Giles County Industrial Development Authority.
